I've had this issue forever and spent countless hours searching for fixes on Google without being able to fix it.

Currently using Photoshop 26.6.1, but this has been happening for a while now.  I can't remember for how long.
Hardware:
Wacom Intuos 16
Intel i9-12900K 3.20GHz
32GB RAM

GeForce 4060Ti

Samsung 580 EVO 500GB SSD

I don't believe this is a hardware issue, as I have no issues in other apps or other drawing programs.  I prefer using Photoshop because it's just what I'm used to, but I am heavily considering going to a different program due to this issue.

When I press the pen down, it doesn't immediately draw with ANY brush that has Pen Pressure settings turned on.  I must leave a certain radius before it actually starts to draw, resulting in being unable to draw very small details unless I'm super zoomed in.

What I've tried:
 - Restarting Computer

 - Restarting Photoshop
 - Reinstalling tablet drivers

 - Reinstalling Photoshop

 - Restarting tablet services / drivers

 - Turning Windows Ink off

 - Adjusting available RAM for Photoshop

 - Shutting off GPU Usage for Photoshop

 - Recalibrating Tablet / Pen

 - Adjusting every smoothing setting possible everywhere I could find them

I'm sure I've tried more since this issue sprouted up, but I can't remember all of it.  Any help with this issue would be greatly appreciated.
